You'll unlock your first heroes simply by progressing through the game. After that, the best way to unlock new heroes is to recruit them from the Recruitment Shop by spending mainly Hero Dossiers and GDA Gems, which you can earn by playing the game. You can also unlock specific heroes by partipating in limited-time Events that will be triggered regularly.
